The Census Bureau website is one of the most valuable free resources available to local government professionals — and one of the most confusing to navigate. Dozens of datasets, multiple survey types, overlapping geographies, and a data dissemination platform that rewards patience more than intuition make it easy to find the front page and hard to find the specific table your planning question actually requires.

This guide cuts through that complexity with a concrete, practical use case: a local government water department evaluating whether projected population growth will require a new reservoir. Every step — identifying the right dataset, navigating data.census.gov, downloading the data, and interpreting the results — is walked through in sequence using that real-world scenario as the throughline.


The Planning Question That Drives Everything

Before touching any Census tool, define your planning question precisely. Census data is only useful when you know what you are trying to answer.

For our scenario the question is: Based on current population growth trends and projected household formation, will Riverside City's existing reservoir capacity be sufficient to meet water demand over the next 20 years — and if not, what does the data suggest about the magnitude and timing of the gap?

That question has two components. The first is historical — how has Riverside City's population grown over the past decade, and at what rate? The second is forward-looking — what do current trends suggest about future growth, and what does that imply for per-capita water demand?

The Census Bureau's data addresses both directly. It does not make infrastructure decisions for you — but it gives you the demographic foundation that makes those decisions defensible to city council, grant reviewers, and the public.


Which Census Dataset Do You Actually Need?

The Census Bureau produces dozens of datasets and the terminology is genuinely confusing for first-time users. For population growth analysis in a local government planning context, three datasets are most relevant and worth understanding before you open data.census.gov.

The Decennial Census

Conducted every ten years, the decennial census is a complete count of every person living in the United States. It is the most accurate population count available — but it only happens once a decade. The most recent decennial census was conducted in 2020, which means its data is now six years old. The American Community Survey (ACS)

The American Community Survey is the premier source of detailed information about the nation's people and housing, conducted by the US Census Bureau since 2005. The ACS comes in two primary flavors. Navigating data.census.gov Step by Step

Go to data.census.gov in your browser. This is the Census Bureau's primary data dissemination platform and the starting point for almost all Census data retrieval.

Step 1 — Search for your geography

In the search bar at the top of the page, type the name of your city and state — for example "Riverside City, Virginia." Census will return matching geographies. Select the one that matches your city at the "Place" level — this is the standard Census geography for incorporated cities and towns.

Step 2 — Find population data

Once your geography is selected, look for the Tables tab. Search for table DP05 — this is the ACS Demographic and Housing Estimates profile, which is the single most useful starting table for a population analysis. It contains total population, population by age group, sex, race and ethnicity, and housing unit counts — all in one table.

Select the most recent ACS 5-Year Estimates dataset from the dropdown to ensure you are getting data available for your city's geography.

Step 3 — Download the data

Click Download and select CSV format. This gives you a file you can open in Excel or Python for analysis. The CSV will contain two rows of headers — the first with table IDs, the second with plain-language descriptions. Delete the first header row before doing any analysis.

Step 4 — Pull historical data for trend analysis

For a growth trend analysis you need at least two non-overlapping five-year datasets to compare.
